Kimberly Howell, CGFM, MBA

Ms. Howell is the Financial Officer for Planning District One Behavioral Health Services in Norton, Virginia, where she oversees financial operations in support of behavioral health services for the region. She is a seasoned financial professional with a strong background in public service and accounting, bringing a people-centered perspective to financial leadership gained through prior experience as a social worker. Raised in Northeast Ohio, Ms. Howell relocated to Tennessee in 1989 and later moved to Virginia in 2020.

Ms. Howell earned a Master of Business Administration (MBA) with a concentration in Accounting in 2005 and has worked in the accounting field since that time. In 2023, she earned the Certified Government Financial Manager (CGFM) certification, demonstrating expertise in government accounting, financial reporting, internal controls, and regulatory compliance. Ms. Howell currently serves as Chapter Secretary for the AGA Southwest Virginia Chapter.
